The Animal Protection Forum SA (APFSA) is a neutral collective that unites citizens and stakeholders with one goal: protecting animals. By empowering the public, supporting enforcement, and driving cultural change, we create a collaborative space where accountability matters and sector conflict has no place.
WHY THE ORANGE RIBBON?
The orange ribbon is known as the animal guardian ribbon, which symbolizes advocacy and awareness for animal abuse and neglect prevention.
WHY GUARDIAN AND NOT OWNER?
BECAUSE ANIMALS ARE NOT OBJECTS, THINGS, OR COMMODITIES!
By replacing the term owner with guardian, you can promote a deeper level of compassion, respect & responsibility
towards animals as sentient beings.

Focus on Breeding and Sales Reports in the Fight to Address the Overpopulation Crisis of Companion Animals
In the first phase of the Animal Protection Forum, our focus will be on gathering reports about the breeding and selling of companion animals across South Africa. At present, most of these activities are not yet regulated by law, but your reports will help us map the scale of the problem, identify trends, and strengthen the call for national reform. As soon as breeding laws pass, we will knock on those doors first!
We believe that no breeding can be considered responsible while thousands of healthy animals are euthanized every day in South Africa. Every single day, shelters are forced to put down animals simply because there are not enough homes — and even fewer good homes — and alongside them, there are hundreds of breed-specific rescues struggling to cope with the endless overflow. All breeding contributes to the same overpopulation crisis.
You can assist by submitting reports of breeders, breeding adverts, or sales practices you encounter (including animals sold on the roadside or in markets without the required hawker’s permit). Each report strengthens the evidence base and moves us closer to real change.
Future Phases
The Forum will expand to include all aspects of protecting animals, from municipal bylaw concerns to cruelty cases, and other animal matters, creating a single comprehensive platform where the public can play an active role in safeguarding animal welfare across South Africa.

WAYS TO REPORT BREEDERS, SALES, AND “FREE TO GOOD HOME” POSTS
Meta does not permit the sale of live animals on any of its platforms, including Facebook, WhatsApp, and Instagram.
See someone selling animals?
- Take a screenshot with all the details showing.
- Then report to the group admins if it appears in a group.
- Then report it to Facebook, Instagram, and WhatsApp (after reporting to admins)
- Hiding the price or calling it “rehoming” or “adoption” when it is not, is deliberate deception under the Consumer Protection Act Sections 29 and 41. Report them to The National Consumers Commission (NCC)
- Report them to us at Submit Report (top right of this page), with the screenshot and any other information you may have.
- If the admins refuse to remove such posts on social media, report them to us with as much detail as possible.
- You can also report “free to good home” ads to us. Read and share our article on why it is dangerous.
